My experience showed the options would be to either blast it down to bare material, barrier coat and lay on or scrub early and often. I've seen a lot of boats from the Great Lakes don't seem to bother with barrier coat as blisters don't seem to be as big of a problem. Cold, fresh water seems to cause them less.
